Code of Conduct Policy

Cell Phones: Player, Guest, Spectator and Family member's cell phones must be in the OFF position during tournament play except for an on course emergency situation. 

Language: English is the only language permitted at JAGS tournaments.  Players who talk in their native language during tournament play and before being released from the official scoring committee at the end of their round will be given a 2 stroke penalty.  Players may not talk with other players, family members, guest or spectators until being released from the tournament scoring committee after their round is completed.  

Advice: 
is any counsel or suggestion which could influence a player in determining his play, the choice of a club or the method of making a stroke. In addition, any conversation between parent/spectator may be construed as advice. This includes any conversation between player/spectator in their native language. In either instance penalty for breach of this rule is two strokes.   Players are responsible for the actions of their relatives and spectators in regards to this rule.

Conduct - Objectionable conduct:
The use of alcohol, tobacco products, or drugs, club and or ball throwing, obscene or vulgar language and or motions/gestures, littering,  defacing or destroying host club or fellow competitor’s property, verbal or physical abuse of JAGS staff, volunteers, host club staff, or JAGS members or tournament participants. or any other actions deemed inappropriate by the Committee. Penalty: DQ and possible loss of membership and/or playing privileges on the JAGS Junior Tour.

Pace of Play - Clocks will be placed on the course for each group to check their pace of play time.  Each group will be given their official CLOCK time on the first tee by the tournament official.  When the group reaches a pace of play clock on the course, the time on the clock should be   before or the same time, but not later than the time they were given on the first tee by the tournament official.   Penalty strokes will be given to the entire group of players if they do not get back into position by the time they reach the next pace of play clock. (Rule 6-7) 


1st Offense: The group must be back in position at the next pace of play clock or each player in the group will receive a 1 stroke penalty.  

2nd Offense: The group must be back in position at the next pace of play clock or each player in the group will receive a 2 stoke penalty.

3rd Offense: Disqualification

Member/ Player Violations of the Code of Conduct are:

1.         Unsportsmanlike conduct, including abusive language, foul language or motions, club throwing or slamming, disrespect to volunteers, officials or fellow competitors, or abuse of golf course property. 

2.         Use of drugs or alcohol, smoking or chewing tobacco products. 

 

3.         Not adhering to the dress code during practice round or tournament play. 

4.         Vandalism at an event site, abusive behavior to event site personnel or their property.

5.         Talking with parents, spectators, or guest during or after tournament play and/or fellow competitors not in their playing group after tournament play before being released by the tournament scorer at the official scoring table.

6.         Player withdrawal during tournament play for reasons other than injury, illness or family crisis.

7.         Any other conduct not deemed acceptable by a JAGS Junior Tour member or player.

Parent / Guardian / Guest  Violations of the Code of Conduct  are:

1.         Parents and spectators are required to walk in the rough or on a designated cart path, and maintain a 50-yard distance between all players during  competition and are not permitted to walk in the fairways with players.  Carts are not permitted for spectators. 

2.         Under the influence including but not limited to drugs, consuming alcohol, smoking or chewing tobacco products at any JAGS tournament event.

3.         Parents, spectators and guest may not communicate with any tournament player during tournament play or until players have been released from the scoring official after each round of play.

4.         Parents and spectators may not involve themselves in any decision regarding any situation or rulings during tournament play.

5.         Parents or spectators may not enter any protest or invoke their opinion(s) at any time.    

6.         Spectating is a privilege that may be granted by the host facility and JAGS. If host facility permits spectators, JAGS’ Tournament Committee will make the final decision to allow or not allow spectators.  All decisions are final.  

7.         All spectators must sign a release form when spectating is permitted before walking onto course.

8.         Spectators must be at least 10 years old. 


 
Dress Code Policy
It is the responsibility of the player to be in appropriate golf attire.  Should a player be in violation of the JAGS Junior Tour Dress Code Policy, the player will be required to change into appropriate clothing to meet the JAGS Junior Tour Dress Code Policy and checked in with the tournament committee member (starter) on the first tee 5 minutes before his/her assigned tee time to avoid penalties or disqualification in accordance with the Rules of Golf.

Player Dress Code
Should a host facility have a stricter dress code, their policy will take precedence.

1.    Hats / visors must be worn with brim forward; males must remove hat/visor while indoors at host facility.

2.     Collared or mock collar shirts must be worn and tucked in at all times for boys.

3.     Pants and/or shorts must have belts (boys & girls) if pants and/or shorts are too loose to stay above the hip area.

4.     Women’s shirts without a collar are acceptable but must have sleeves.   Girls shirts do not have to be tucked in but must be squared off at the bottom of the shirt and the shirt must cover their midriff (stomach) area when swinging a golf club.

5.    Girl’s shorts must be no more than 5" above the knee or the inseam of the shorts must measure at least 5" in length.

6.    Spike less shoes.



Player Prohibited Dress: 
Players in violation will not be allowed to tee off without conforming to dress code policy.

1.    Tank tops, non-collared t-shirts, Denim or Levi shorts, short-shorts, cut-off shorts, cargo shorts or pants, baggy shorts or pants, low rider shorts or pants, gym shorts, jeans of any kind, visible undergarments and flip-flops. 

2.    Earrings (boys) or visible Body Piercings or tattoos (boys and girls)  

3.     Spiked shoes.

4.    California High School students may not wear any article of clothing (shirts, pants, hats, shoes, gloves,  turtlenecks, rain gear, wind shirts, etc.) or use any equipment (bags, tees, balls, etc.) that displays their high school’s name or logo imprinted, embroidered, or stamped at a JAGS Junior Tour tournament, event or program during their high school golfing season, as stated in CIF rules and regulations:  These seasons are as follows:
FALL:  Girls Season is  August 10th  through post season competition (December 1st).
SPRING: Boys Season is February 1st through post season competition (June 10th).

5.      Questionable attire will be reviewed by the Tournament Committee.  All decisions are final.



It is the responsibility of Parents, Guests and Spectators to be dress appropriately while attending a JAGS Junior Tour tournament or program. 

JAGS Junior Tour understand that many non-private or public golf clubs and courses permit players, guest and spectators to wear Levi, short shorts, flip flops, tank tops etc., however, such dress does not meet the Dress Code Policy for the JAGS Junior Tour and is not permitted.  Spectating is a privilege and it is important that all spectators abide by the JAGS Junior Tour Dress Code policy for spectating privileges.


Spectators will not be permitted on the course if wearing the following:
1.    Flip Flops

2.    Tank Tops - Strapless Tops - Tops with Spaghetti Straps

3.    Visible undergarments

4.    Levi Pants or Shorts, Denim Pants or Shorts

5.    Cut-off Shorts or Short Shorts
        (Walking length shorts are permitted)

6.    Baggy Pants or Shorts

7.    Low Rider Pants or Shorts

8.    Gym Shorts

9.    Spiked Shoes

10.  Clothing showing a bare midriff

11.  Gang logo attire or inappropriate wording or suggestive designs on clothing

12.  Questionable attire will be reviewed by the Tournament Committee

Push Cart Policy

Non-motorized push carts will be allowed for all players in all JAGS Junior Tour competition effective immediately for the 2008-2009 season.   Exceptions to the push cart policy may occur at host facilities that do not allow push carts on the golf course. The JAGS Junior Tour will inform participants when this situation arises.

Tournament Entry Policy

Members:       
Gold and Silver members have first priority tournament entry and Bronze members have second prioirty tournament entry before 5pm on the cancellation date of each tournament.  The cancellation date is approximately 30-days prior to the tournament date and is the last day to request a refund or a one time tournament entry fee transfer. Many tournaments will fill up prior to the cancellation date and if a tournament is full, member’s applications are automatically placed on a wait list in the time order their application was received ahead of nonmembers.

Members signing up for a tournament after the cancellation date will not have priority status over nonmember’s pending applications submitted and received before the cancellation date.

 

Nonmembers:

JAGS Junior Tour encourages participation in events by nonmembers; however, nonmembers have no guarantee of being accepted into a tournament field regardless of when their application was submitted.

A nonmember’s on-line tournament registration will not be processed until the next business day following the 5pm tournament’s cancellation date.  Nonmember applications will be processed provided there is space available in the tournament, and the nonmember’s proof of age document is on file and approved. Credit card payments will not be charged until the player is placed in the tournament. Applications missing required information or proof of age documents will be rejected and not processed.

                 Girls: White Tees

Players withdrawing from a tournament the day before or the day of a tournament before play has begun:  It is the responsibility of the player or parent to speak with a JAGS Tournament Official personally to withdraw from a tournament the day or night before the tournament or the morning of a tournament.  This can be done by calling the course the day of the tournament and asking them to page a JAGS Junior Tour Official or call a JAGS Tournament Official’s cell phone number at the times listed below.  Leaving a voice message on the JAGS Junior Tour voice mail, or with a course official will result in a DQ – No Show and reported to the national ranking programs and other national junior tours.

Player substitution:  Players withdrawing from a tournament may not substitute another player in their place at the tournament in which are withdrawing from.

NO SHOWS
will not be tolerated.  Players who are disqualified from a JAGS Junior Tour tournament because of a “No Show” (Rule 6-3a), may result in being placed on tournament suspension preventing them from being accepted into the field of the next Golfweek ranked, AJGA PBE ranked, or a Major JAGS tournament (which ever is first) hosted by the JAGS Junior Tour.  The decision to withhold an entry for Rule 6-3a from a tournament listed above is the decision of the JAGS Junior Tour Executive Board.  All decisions are final

Caddies:                      Not permitted 

Push carts:

The JAGS Junior Tour will inform participants when this situation arises.

Pactice Round:            Practice rounds are not included in the tournament entry fee.

Range balls and lunch will be provided to all participants along with water and snacks on the course each day of the tournament.

Galleries: Spectating is a privilege and if permitted by the host club all spectators must atleast 10 yrs. old.

Spectating will be allowed.  Spectators will not be permitting on the course without signing a spectating release form at the JAGS Junior Tour check-in table or being in proper golf attire. 

Walking Only
No carts allowed for spectators.   Spectators may not bring food onto the golf course and are required to sign a spectator release form prior to the start of the tournament. Spectators may not smoke tobacco products or consume alcohol beverages on the course while at a JAGS Junior Tour tournament.

A Tournament Winner - is the competitor who plays the stipulated round(s) in the fewest strokes.  The first place winner in a JAGS tournament will be determined by actual playoff rather than other means if allowed.  This requires players with clubhouse lead to be available for a possible playoff until all tournament competitors complete the final round and all scores are known to determine a tournament winner.  A competitor who fails to remain at the course for a playoff will forfeit a first place finish.

Tournament Refund Policy

 

Tournament entry fees are non-refundable for any reason, after the posted tournament cancellation date at 5:00 p.m., (approximately 30 days prior to the first day of the tournament).  Tournament entry fees may not be transferred to another player.  Player substitution is prohibited.

A refund request must be submitted in writing via fax or email to JAGS Junior Tour and be received by JAGS before 5pm on the posted tournament cancellation date the player is withdrawing from.   Approved refunds are only remitted by check less a $50.00 administrative processing fee per tournament.

Tournament Transfer Policy

One time (1) per season, a player may request his tournament entry fee be transferred to another tournament during the current tournament season providing the following steps are taken:

1.         Notify JAGS Junior Tour by e-mail or fax of player's intention to withdraw from a tournament and transfer the entry fee to another tournament in the current JAGS Junior Tour season. This notification must be submitted prior to the 5pm posted cancellation date of the tournament the player is transferring from and include the name of the tournament the player is requesting the entry fee transferred to.

2.         If approved and if space is available in the new tournament, the player will be placed in the tournament and notified by email regarding acceptance into the tournament field.  If space is not available in the tournament the player has selected to transfer to, the player may select another tournament in the current season or request a refund less the $50.00 administration fee.

The JAGS Junior Tour tournament season begins on September 1st and ends on August 31st of each year. Transfer of entry fees will not be approved beyond August 31st of the current JAGS Junior Tour season.
